    Hertfordshire and Kent supply most of the shortlist. Each county places five wards in the final ranking, meaning they account for 10 of the 16 qualifying areas included in this year's cut.

    Only a small share of home-county wards made the final list. Neighbourhood Finder screened 935 wards across Berkshire, Buckinghamshire, Essex, Hertfordshire, Kent and Surrey, but only 16 cleared the affordability, schools, transport and safety thresholds used for the study.

    Buckinghamshire produces no qualifying area under the current value rule. While all six home counties were included in scope, Buckinghamshire records no ward in the final shortlist.
